RFT - Department of Defence (AUS) - Software Development Engineer

Defence Science and Technology Organisation (DSTO) is seeking the services of a software development engineer with experience in 3D modelling to contribute to the ongoing development and maintenance of a human in the loop simulation system to enable virtual exploration of tactics and concepts of operation for military air operations in the maritime environment.  The role will require close liaison with DSTO SHARP Project staff and staff from the Air Operations Simulation Centre (AOSC), and may be tasked in both areas during the course of the contract.

Intelligence, Surveillance and Reconnaissance Division employs a secure computing facility at Defence Science and     Technology Organisation (DSTO) Edinburgh in support of critical research activities.  Recent inundation by rainwater       destroyed a significant portion of this capability. The core Information Technology infrastructure now requires redesigning and replacing, in the minimum amount of time, with minimum disruption to current remaining services.

EOI - Department of Defence (AUS) - Centralised Processing Services


Defence needs effective and efficient Information and Communications Technology (ICT) capability for the conduct of operations and for the conduct of its business.  The ICT computing environment that supports Defence military and business operations is, at the broadest level, made up of six essential components including:
1.       software applications which manage data and support processes;
2.       end user devices that allow users to interact with other software applications;
3.       ICT infrastructure that runs software applications and stores data;
4.       the communications network that connects end user devices to the ICT infrastructure;
5.       specialist data centre facilities that house the ICT infrastructure; and
6.       a management organisation providing end-to-end accountability for service delivery according to contractual service level agreements.
The scope of Centralised Processing addresses the computing and storage platforms, the data centre facilities and the services that support this infrastructure (bullet points 3, 5 and 6 above).
This ITR is the first stage of a two stage procurement process to address the requirements of Centralised Processing. The second stage, if any, will be a select Request for Tender (RFT).

RFT - Department of Defence (AUS) - Software Engineer


You are invited to submit a tender in response to RFT 1112-138 for a software engineer to assist Defence Science and Technology Organisation (DSTO) with the development of a coil impedance measurement instrument for use in Eddy current crack detection and to migrate the base software to a new, higher capability microprocessor. 
DSTO has developed a number of networked sensor interfaces for structural and environmental monitoring. These include DSTO developed IP for both hardware and a microcontroller based software operating system.
One of these interfaces is designed to interrogate a single eddy-current coil at a single frequency and determine the complex impedance of the coil. When the coil is located on a metallic surface the complex impedance is a measure of cracking occurring underneath the coil. Currently this system can interrogate one coil.
The requirement is to interface the current single coil system with an array of coils and to extend the capability to multiple frequencies. DSTO has also upgraded the base hardware to a higher capability microprocessor. The requirement is to migrate and test the base software on the new hardware platform.

This software generally involves large scale memory intensive computation to be performed over thousands of iterations.  In order to generate results within an acceptable timeframe, parallel computation techniques need to be used.  All of this software is capable of running the computation in parallel across several hundred nodes.
The new HPCC will substantially increase the modelling capability of DSTO by significantly reducing the computation time required to model and simulate increasingly complex physics. In addition to the supply of the hardware, this contract will also cover the procurement of an initially three-year software support and maintenance contract between DSTO and the HPCC vendor.
The software support contract will include the vendor providing technical support, upgrade and maintenance of the Red Hat Enterprise Linux Operating System (OS), cluster software environments and management tools, platform MPI, PBS Professional job queuing system and hardware fault diagnostic tools.

Notice of Briefing - Dept of Defence (AUS) - Centralised Processing Services

The Department of Defence is inviting interested parties to attend an Industry Briefing  providing information regarding the Centralised Processing Project, such as planned industry engagement and market approaches along with a precis of business details and objectives.   The CP project is a component of the Defence Strategic Reform Program (SRP) . The SRP commenced in 2009  and provides a set of reforms to improve Defence planning and enhance productivity resulting in savings which will be reinvested into Defence Capability.The SRP provided the guidance for the Chief Information Officer Group (CIOG) to develop the Defence Information and Communication Technology (ICT) strategy which has included a number of reform initiatives. The key deliverables of the ICT stream are to:

  • build an improved Defence Information Environment (DIE) into a single standardised network that encompasses all security levels and can connect fixed and deployed locations, and
  • consolidate infrastructure through Single Desktop and Data Centre Consolidation initiatives. The SRP is a key strategy in support of the Defence White Paper. The SRP aims to deliver gross savings of $20b over ten years. These savings will be re-invested to deliver stronger military capabilities and to modernise Defence infrastructure. The SRP comprises fifteen separate reform streams, one of which is the Defence Information and Communication Technology (ICT) Reform Program.
 
Amongst the various ICT reforms within CIOG, there is the Centralised Processing (CP) Project. The CP Project aims to establish a single, integrated capability for the management and provision of CP facilities (including core, regional, international and deployed data centre environments), infrastructure and services at the UNCLASSIFIED to SECRET levels. The CP Project also aims to deliver a cost effective and scalable solution for data centres, server and storage hardware, middleware and mainframe operation, across the Defence Information Environment (DIE).
