Proposals are called by the Chief Executive of the Department of Corrections, under this Request for Proposal for the provision of Professional Services, a range of specialist professional consultancy services in areas including (but not limited to):

• finance and accounting
• Information Technology (IT)
• human resources/organisational development/organisational reviews
• strategy and policy
• procurement and commercial
• risk analysis and management.

For the purpose of this RFP, Professional Services do not include:

• construction related consultancy services
• legal services
• annual audit of financial statements and the annual report
• contractors engaged to supplement or substitute permanent staff
• those IT delivery services provided through the Department’s current IT outsourcing contract.

It is intended that this procurement will establish a panel of Professional Services providers capable of providing a broad range of Professional Services on an as required basis.

RFP - Dept of Corrections (NZ) - Authorised Provider Prison Entry System

A system to manage the access of service providers to prison is required with the ability to produce identification, record entry and exit, and generally assist Corrections Officers.

It is not required to control access of prisoners, visitors to prisoners who are not providing services on behalf of the Department (such as lawyers, family and friends) or departmental staff. Nor is this system required to integrate with any security systems presently in operation.

RFI - Dept of Corrections (NZ) - IT Service Area Outsourcing

This Request for Information (RFI) has been developed to enable the Department to understand the capability of external parties to provide service delivery functions in the context of the IT Operational Strategy.

Additionally, it will serve as the basis to determine if there may be a cost effective proposition for the Department to further transition from internally provided services to externally provided services.

The Department intends to use the information gathered from this RFI to develop one or more Request for Proposal (RFP) documents for the supply of the services in scope. The responses from this RFI will help shape the structure and bundling of any future RFPs.

It is expected that the evaluation of the responses to the RFI will identify potential vendors to receive the subsequent RFP(s).

It is intended that the subsequent RFP(s) will only be sent to short listed vendors.

RFP - Department of Corrections (NZ) - Procurement of a Learning Management System

The objective of this RFP is the provision of a Learning Management System (LMS). An LMS is software for delivering, tracking and managing training/education, and is to be a one-stop-shop for staff learning and development across the Department (including delivery of online e-learning content).

The LMS is expected to replace the existing learning and development functions/systems.

A successful repondent will be expected to provide:

• A suitable Learning Management System (see Appendix B)
• Assistance with migrating historical data into the new system
• Suitable support for the duration of the contract
• Integration with other Department systems and databases as required
