RFP - Dept of Defence - Acquisition of a replacement Integrated Ship Control Monitoring and Management System (ISCMMS) for the Collins Class Submarine

This RFP is the first stage of a proposed procurement process for the acquisition of a replacement Integrated Ship Control Monitoring and Management System (ISCMMS) for the Collins Class Submarine (CCSM).

SEA1439 Phase3.1 – Collins Class Submarine Obsolescence Management has been introduced into the Defence Capability Plan (DCP) to specifically resolve the emerging obsolescence of the ISCMMS.

SEA1439 Phase3.1 is currently in the project definition phase and is seeking to obtain a deeper understanding of the capabilities available and costs associated to fulfil the identified need. This information will inform the project definition process to ensure that relevant and robust options are presented to Government.

The Commonwealth is seeking innovative solutions to address the current obsolescence issues associated with the ISCMMS and anticipates an open architecture software environment with COTS / MOTS hardware utilised where possible.

Specifically, the Commonwealth is seeking industry responses to provide costed options for:
a. partial and/or complete replacement of the currently obsolete ISCMMS
b. a mobilisation proposal for a partial or complete replacement of the ISCMMS to be available for platform integration within 12 – 18 months of Government Approval.
Responses to this RFP process will inform further development of the project. Following this RFP process, the Commonwealth proposes to conduct an open Invitation to Register (ITR) process in 2010, followed by a restricted Request for Tender (RFT) process in 2011 to finalise a system provider prior to 2nd Pass Government approval.
