RFP - Statistics New Zealand (NZ) - Geospatial Infrastructure Project

The vision of the Geospatial Infrastructure project is that “Statistics New Zealand becomes spatially enabled”. This project will develop the core geographic infrastructure required to achieve spatial enablement – an address point-based geographic frame using geospatial technology.

This project is the legacy mitigation solution to replace the current text-based ‘Geoframe’ and the plethora of standalone systems and manual processes currently in use by Statistics New Zealand.

A ‘Geospatial Management System’ (GMS) will be developed in a Geographic Information System using ESRI ArcGIS. The management and maintenance of Statistics New Zealand’s core geographic infrastructure, including addresses, meshblocks (Statistics NZ’s building block geography) and derived geographies, will be centralised within a spatial environment.

The consultant/s will be responsible for:

  1. assisting Statistics NZ with the implementation and configuration of geospatial software and data
  2. assisting Statistics NZ with configuring business and software rules
  3. providing support documentation for all implementation and configuration activities, and 
  4. up-skilling Statistics New Zealand staff on the above services.

RFT - Public Transport Authority (WA) - Provision of Services of a Cartographer/GIS

The Public Transport Authority (PTA) requires the services of a highly qualified and experienced Cartographer to provide technical support and prepare GIS plans and maps in electronic formats for the planning and design of railway infrasture and to maintain the drawing inventory in accordance with PTA Standards for work being undertaken by the Infrastructure Planning and Land Services Division.

Tenders are invited for the services of an experienced cartographer to support these planning issues relating to urban passenger railways and their integration with other forms of transport and the surrounding land use.

EOI - National Capital Authority (AUS) - National Land and Planning Data - 2D and 3D Mapping System

The system developed from this project will form a major part of the NCA's consultation protocols. The system will also be a vital tool for the development approval and urban design processes undertaken by the NCA. The system will need to be easy to use, update, maintain and publish.

Some components of the desired application include but are not limited to:

  1. enable potential for deployment of both 2D and 3D spatial data
  2. interoperability with multiple formats, including: ESRI formats, .ecw, .dgn, .dwg, .dxf and potential for HTML 5 integration.
  3. easily maintained and updated by staff with limited skills in spatial software
  4. easily deployed for use by NCA staff as an information tool
  5. deployable to the public

EOI - Bay of Plenty Local Authority Shared Services (NZ) - GIS Web Services Software

BOPLASS Ltd is a Council Controlled Organisation established to promote shared services between local authorities in the Bay of Plenty/Gisborne Regions.

The company is owned by nine local and regional Councils who are responsible for delivering services across a large geographic area including the Bay of Plenty, Taupo and Gisborne areas.

The councils are currently working together on a shared services project which is intended to establish a common spatial data infrastructure for GIS which will enhance GIS within the councils and the community and ensure that the best access possible is available to those requiring GIS services. This project is under the oversight of an Advisory Group comprising representatives of all councils.

At least four of the councils have planned to review their capability to provide web based GIS and Mapping services and are looking at reviewing and or replacing software. As a result we are investigating a common approach to providing the web based GIS services.

We have issued an Expressions of Interest document to identify potential suppliers and to gain a view of the capabilities available in the market place. This may or may not lead to the issuing of an RFP.

RFT - Murray-Darling Basin Authority - Murray-Darling Basin Information Infrastructure: Stage 1

The Murray-Darling Basin Authority (MDBA) has identified a strategic need for a Basin-wide information infrastructure that will provide:
• a consistent Basin-wide platform for analysis and modelling;
• a Basin-wide platform for visualisation;
• a capability to underpin Basin-wide planning, and support operational delivery of MDBA programs;
• a consistent geospatial framework across the Basin, within which to nest localised, site specific geospatial data.

The characteristics of such a Basin-wide information infrastructure are:
• a digital surface model and elevation model showing, with a high degree of granularity, the structure
of the land surface, vegetation and cultural features; and
• associated imagery from which can be extracted added-value information such as: vegetation extent,
structure, and type; land cover, water bodies, etc.
• the ability to undertake future quantitative monitoring at a range of spatial and temporal scales.

To address this the MDBA is looking to the market to submit innovative proposals that offer consistent data quality, the capability at Basin scale, while also contributing to regional and local levels, thereby demonstrating real value for money.

This project is seeking to procure infrastructure data for a significant area of the Basin, which would include DSM and DEM data with vertical accuracies ≤ 0.5m, and imagery with a resolution ≤ 1m. The MDBA is also seeking to procure ancillary services that will assist in demonstrating the utility of the information infrastructure at Basin, regional, and local scales.

The key objectives of the project are to:
• procure information infrastructure data for a significant area of the Basin;
• procure any ancillary services that may be required to enable an assessment of the data utility;
• undertake an assessment of the data utility; and the potential to extract value added products and information.

RFT - Victorian Dept of Sustainability & Environment - Management and Maintenance of Land Administration Themes

Spatial Information Infrastructure (SII), a division of the Department of Sustainability and Environment (DSE), invites tenders from suitably qualified and experienced organisations wishing to provide services to manage, maintain and develop the Victorian Land Administration themes.
SII is seeking to engage an organisation to undertake the following tasks/functions:

* establish an external environment (eg hardware, software, staff, maintenance and quality assurance processes etc) to manage and maintain the edit copy of the Victorian Land Administration themes (approximately 3.2 Million records);
* establish the physical structure to house the Victorian Land Administration themes, based on the logical model provided and migrate the existing data into this model;
* store and secure the edit copy of the Victorian Land Administration themes;
* maintain the currency of the Land Administration themes within strict time-lines as maintenance activity occurs;
* upgrade and improve the content of Land Administration themes as specified from time to time by SII;
* develop the Land Administration themes in conjunction with SII to keep abreast of worlds best practice
