- Scope major terms and definitions eg digitisation, universal access in the Queensland context;
- Outline a clear rationale for digitisation (ie why digitise, impact, outcomes, audience etc beyond the 2020 directive);
- Identify the current state of play of Queensland’s major collecting institutions (MCI) – including policies, purpose, frameworks, implementation plans, funding, timelines, IT system, priorities;
- Identify the current digital access to MCI collections including current public programs, interpretational/curatorial/access frameworks for the MCI;
- Identify trends, issues, policies, standards, tools, initiatives, partnerships and commitments in relevant international, national and state jurisdictions and IT platforms (comparative analysis);
- Consider the Queensland Government digitisation; governance, policy, funding and IT infrastructure context;
- Identify the major challenges, obstacles and issues facing a 2020 digitisation target for Queensland’s MCI collections and a 2020 target for “universal access” (including resourcing, staff and infrastructure); and
- Identify at least three options of what could be achieved by 2020 within existing budgets or with additional resources.
