RFT - Electoral Commission (NSW) - iVote - Electronic Voting System

The NSWEC is seeking to implement an electronic voting system for the next State Government Election (SGE) in 2011, for use by electors who are blind, vision impaired, with other disabilities or living in remote areas.

The NSW Premier announced on 16 March 2010 that the “Electoral Commissioner will investigate Internet voting for visually impaired people of New South Wales improving their democratic right to a secret ballot”.

The Premier’s press release stated that “Nationally, there are 300,000 people who are blind or visually impaired with a third of them living in NSW” and that “Previously, blind and visually impaired people were only able to vote through the assistance of a friend or relative or through a large Braille ballot – which may run up to 67 pages.”

It is intended that the system will enable the members of this group with the ability to cast a secret and unassisted vote from home or another location of their choosing.

It is also intended that they will make use of either their existing telephone or PC and internet connection, along with any assistive technology and devices they usually use in conjunction with these services, to access the “iVote” system.

RFT - Victorian Electoral Commission (VIC) - EMO IT Services For State Election 2010

The VEC will be conducting the State Election in November 2010. As part of this work the VEC will deploy all the IT assets for use by the VEC’s staff in the conduct of the election. The VEC’s IT Branch manage and support these facilities but certain elements require additional services. Part B Specifications section provides details regarding these services.

The VEC is seeking to engage suitably qualified service providers to provide installation services across 64 Election offices across metropolitian and regional Victoria.

Tender Closing 2 June 09 - NSW Electoral Commission - Results Management System & other System Integration services

The NSW Electoral Commission (NSWEC) is seeking to select an experienced information technology software developer to design and deliver a new Results Management Application (Stage 1) and provide other System Integration (SI) services. The current project will principally focus on the development of a system to be used at the next Parliamentary General election to be held on March 2011, but will also be capable of supporting the identified requirements for the next Local Government election in 2012.

Stage 1 of the Results Management Application project involves the development of the Proportional Representation Computer Count system which will replace the NSWEC’s current proportional representation counting system known as the LC/LG system. This work will be undertaken as a fixed price contract based on the function point count of the as designed system.

Stage 2 will involve the redevelopment or replacement of the current results management functions of the NSWEC’s Election Management Application (EMA). Stage 2 and all subsequent System Integration (SI) work undertaken for the NSWEC will be undertaken on a time and materials basis. The amount of Stage 2 and other SI work is at the discretion of the NSWEC and as such the respondent should not rely on obtaining such work when responding to this RFQ.

Only respondents who have currently been offered a position on the NSW panel contract “ICT Service” may respond to this RFQ.
