EOI - New Zealand Customs Service (NZ) - Programme Manager for Joint Border Management System

In the 2010 budget, the Government announced funding for the New Zealand Customs Service (Customs) and the Ministry of Agriculture and Forestry (MAF) to build the Joint Border Management System (JBMS), incorporating the Trade Single Window. The JBMS will replace the aging border management systems in both Customs and MAF. It will be a new single, shared system for both agencies.

We are seeking a Programme Manager to implement Tranche 1 of the JBMS Programme. This is an opportunity to lead one of the most significant programmes undertaken in recent times, enabling both Customs and MAF to deliver on Government’s economic, biosecurity and community protection priorities.

The JBMS Programme Manager will be a contracted position (up to two years) with responsibility to deliver Tranche 1 of a two tranche programme. The second tranche will require further government funding. Accordingly, development of an updated business case for Tranche 2 is included in the scope of the work for this role, while the procurement and delivery phases for Tranche 2 are out of scope.

The Programme Manager will have led major programmes with multiple stakeholders across multiple organisations, and be a seasoned professional who has successfully delivered large systems integration projects of a similar scale and scope to JBMS. They will be familiar with the challenges of leading major vendor-primed contracts.
