The purpose of this RFP is to select a panel of external suppliers who will sign a master agreement with the Ministry’s Student Management Systems (SMS) Services team, then will be engaged in specific statements of work.
Statements of work will primarily concern the development of delivery packages, including creating and updating schemas, style sheets and libraries, and liaison with the in-house data model owners regarding all delivery packages which have implications for the Education Sector Data Model (ESDM) and Compulsory Sector Data Model (CSDM). Other statements of work will be for the completion of training/upskilling of selected internal Ministry staff to increase the Ministry’s internal capability in data modelling. Other Ministry managers will also be able to engage the supplier/s for services related to data modelling methodology, operations and training.
Separate work is underway in other areas of the Ministry’s IT Group (specifically the team of Data Architects) to remove the Ministry’s dependence on external contractors for direction, ownership and maintenance of the ESDM and CSDM.
