In this Request for Proposal (RFP), Land Information New Zealand (LINZ) and the Department of Conservation (DOC) (together referred to as the agencies) are seeking a proposal from a vendor to provide a suitable solution, be it an off-the-shelf system, a bespoke system, an update of existing systems or a managed service, to meet their common and specific needs for a land information property management system (Solution).
This may result in a separate system for each agency with common elements as well as specific elements for their particular requirements. The successful Respondent is to provide the services for the implementation of the Solution, the transition from each agency's existing land information property system and, where applicable, the ongoing support and maintenance of the replacement or updated system for the agencies.
The Solution is seen as a key project for LINZ and is a priority in the 2009/2010 Programme of Work. Funding is approved for the project subject to the identification of an acceptable Solution.
DOC is currently interested in looking at replacing its Land Register, which is a “core” component of DOC's Land Information Management System (LIMS), and all of its interfaces to other DOC applications such as asset management (AMIS) and permissions etc. DOC is also interested in proposed Solutions that meet the consolidated solution requirements of LINZ and to evaluate the potential suitability of parts of those proposed Solutions (if any) for use by DOC.
The agencies' intent is to also investigate whether there are any potential solutions able to meet common requirements of other government agencies and potentially form the basis for an “all of government” solution.
