RFT Closing 27 Feb '09 - Crimtrac - Provision of Police Records Digitisation Assessment

The National Criminal History Record Checking (NCHRC) service provides accredited agencies and police services with national criminal history information to support their processes of assessing people’s suitability for employment, Australian Citizenship or appointment to positions of trust. This service is currently distributed between the Police Services and CrimTrac, however, the agency is moving toward a centralised national model for this service over the next 3 years.


A crucial step in the progress toward the new business model is to automate as much of the process as possible. However, there is currently a large volume of hardcopy records used in this process. Criminal history data is stored in a variety of media including systems; microfiche; cards; paper files and other record types. Within a jurisdiction, these records may be held in one or more sites by the various Police Services or relevant archive authority.


CrimTrac requires the services of a suitable qualified and experienced consultant to conduct an initial assessment of jurisdictional records in terms of:

1: The type of records held (eg. paper, microfilm etc)

2: The quality of the records (particularly in terms of the suitability of the record for scanning/OCR processes)

3: The volume of records for OCR

4: The resource, infrastructure and budgetary requirement to carry out the implementation (capture, format, storage and transfer)

5: The estimated timeframe for the records to be digitised and integrated into existing police services systems (or otherwise linking the converted data to existing system records); and

6: Identification of risks and issues that could prevent or delay the timely implementation of the digitisation and transfer.
